History of the Department of Disaster Management (DDM)
The establishment of the Department of Disaster Management (DDM) falls under the purview of the Ministry of Disaster Management and Relief, as mandated by the Disaster Management Act 2012, enacted in November of the same year.
The primary mission of the DDM is to carry out the objectives set forth in the Disaster Management Act. This involves reducing vulnerability to diverse disaster impacts through risk mitigation endeavors, effectively conducting humanitarian aid initiatives to empower marginalized communities, and facilitating the reinforcement and coordination of both governmental and non-governmental entities engaged in disaster risk reduction and emergency response efforts.
The DDM operates under the guidance of the Director General and emphasizes collaboration with Ministries, Departments, Scientific, Technical, Research, and Academic institutions, Development Partners, UN Agencies, and non-governmental Organizations, both within and beyond the government’s scope, that are focused on various dimensions of disaster risk reduction and response management.
Through research, workshops, training initiatives, and the publication of reports and documents, the DDM strives to provide policy guidance and advisory services to the relevant governmental bodies in Bangladesh.
The overarching vision of the DDM is to establish itself as a dynamic Center of Excellence, offering knowledge, research, and capacity enhancement in the field of disaster management for professionals at all levels. This vision is anchored in the Disaster Management Act 2012 and formulated through consultations with the Ministry of Disaster Management and Relief.
Looking at its objectives, the Department envisions becoming an active and distinguished entity dedicated to mainstreaming Disaster Risk Reduction (DRR) into disaster management programs.
This includes reducing the vulnerability of all citizens, especially marginalized groups, to the diverse impacts of disasters. It seeks to achieve this through comprehensive knowledge, research, and capacity-building initiatives encompassing the entire disaster management cycle, in alignment with the Disaster Management Act 2012.
The mission of the DDM is to work in collaboration with the Ministry of Disaster Management and Relief, aligning with the objectives outlined in the Disaster Management Act 2012.
This involves engaging in risk reduction activities, efficient response to disaster events, and the facilitation and enhancement of programs led by various stakeholders, all aimed at Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM).
